Eight plates is the pack for a party that is actually a party of eight, and those are more common than the twenty-four-count packs on this shelf suggest. A table of eight children is what most birthdays come to once the class list has been cut back to the people the child plays with.
Nine inches is the full plate, so this is the meal size rather than the cake size, which is unusual in a small pack where the dessert format is the default. The Dino Dig napkins come sixteen to a pack and the cover comes by the case, so the plates are what you count the guests against.
